Zhengzhou metropolitan area is the first proposed in the Central Plains Urban Group Development Plan (No.2817, 2016). The National Central City –Zhengzhou will be the center, the surrounding Kaifeng, Xinxiang, Jiaozuo and Xuchang will be deeply integrated to form the "1 plus 4" regional scope.

The Integrated Transportation System Planning of Zhengzhou Metropolitan Area aims at the objective of "building a modern integrated transportation hub system, building an efficient and accessible integrated transportation network, developing a green and diversified urban transportation system and promoting the transformation and upgrading of transport services and management", it also aims at Serving the whole country and radiated the global, giving full play to the core driving role of Zhengzhou metropolitan area in the construction of the Central Plains city group, and strengthening the foundation for building a great country with better transportation and realizing the revitalization of Henan province in the rise of the Central Plains.
