Zhengzhou-Minquan expressway is an important connecting road in Henan expressway network. Zhengzhou-Kaifeng section (Zhengzhou-Minquan phase I) has been completed and put into trial operation. This project is the east section, namely Kaifeng-Minquan section. Zhengzhou-Minquan expressway is connected with Lianyungang-Khorgos expressway (G30) in the east and Beijing-Hong Kong-Macao expressway (G4) in the west, and then connected with Zhengzhou Southwest Ring Road and Zhengzhou-Shaolinsi-Luoyang expressway, thus forming a parallel line of Lianyungang-Khorgos expressway in the central plains core area. From the perspective of regional urban agglomeration structure, the channel is directly or indirectly connected with Kaifeng, Zhengzhou, Shangqiu and other cities in Henan Province which have influence in economy, culture, trade and tourism, as well as Zhongmou, Xinmi, Dengfeng and other small and medium-sized industrial, trade and tourism towns. The project will form an important economic and tourism line in Henan Province, which will play a huge role in the construction of Central Plains Urban Agglomeration in Henan Province. At the same time, it will make it more convenient for northeast Henan, southwest Shandong, northwest Jiangsu and northern Anhui to access the Xinzheng International Airport, Zhengzhou, Kaifeng, Luoyang and beyond.
The starting point of the project (i.e. Kaifeng-Minquan section) is located at Qiliwan interchange in Chenliu Town, Southeast of Kaifeng City, and finally to the southwest of Minquan county. The total length of the route is about 47.97 km, including 31.76 km in Kaifeng and 16.21 km in Shangqiu. The whole line adopts the standard of two-way four-lane expressway, with subgrade width of 28m and design speed of 120km/h.
The preliminary design of the project was approved by the Provincial Development and Reform Commission on October 28, 2013, and the construction drawing design was approved by the Provincial Department of Transportation on December 10, 2013.
