Xuchang-Xinyang expressway is one of the new expressway planning projects in Henan Province. The implementation of the project plays a great role in improving the comprehensive transportation system of Henan Province, strengthening the connection between the central plains urban agglomeration core circle and southern Henan, and driving the development of regional tourism industry along the line. The project will form the west ring expressway of Luohe City and Zhumadian City, which will drive the development of cities along the line. It plays an important role in developing and strengthening the intercity ties along the line and promoting the rapid economic development of the areas along the line.

The starting point of the project is located at the intersection of Yongcheng-Dengfeng expressway and Lankao-Nanyang expressway. The route passes through Jian'an District of Xuchang City, Linying County, Yancheng District, Yuanhui district and Wuyang County of Luohe City, Xiping County, Suiping County, Yicheng District and Queshan County of Zhumadian City, and Pingqiao District of Xinyang City to the south. The end connects with Shanghai-Shanxi expressway. The total length of the route is 172.095km.

The design speed of plain micro hill section is 120 km/h and the width of subgrade is 27 m, the design speed of mountain heavy hill section is 100 km/h and the width of subgrade is 26 m. The total budget estimate approved is about 1563.34 million CNY.
