Jialu River is one of the main tributary of Shaying River, originated from Shengshui valley in Xinmi city, flowing through urban area and Zhongmou county of Zhengzhou city, Weishi county of Kaifeng city, Fugou and Xihua county of Zhoukou city, entering into the Shaying River at north Huichuan district of Zhoukou city. The total length is 276 km, basin area is 5896 km2.

The Jialu River waterway (from Longhai railway to Shaying estuary) is 203km long. It was built in accordance with class- IV waterway standard, with a navigation capacity of 500-ton vessels. The main works include: dredging, rectification of the waterway 203km, reconstruction of 15 major bridges, a new shipping hub and 5 locks (500 tons grade). In accordance with the principles of "one city, one port" and "one county (district) one port district", four port district (docks), such as Zhongmou Port District of Zhengzhou Port, Weishi Port District of Kaifeng Port, Fugou and Xihua Port District of Zhoukou Port, will be built.
