The Shaying river waterway is the 12th trunk fairway listed on “ 18 lines of 2 Vertical and 1 Horizontal plus 2 Networks” in accordance with the “National Shipping and Port Planning of Inner Rivers (2006～2020)”. It’s important waterway in the regions of Pingdingshan, Luohe and Zhou in Henan province and Fuyang in Anhui province, also main component of the regional comprehensive transportation system.

From Zhoukou to the provincial boundary on the Shaying River, because of the low grade of shipping structures, shallow water depth at some places and bridge obstacles, the benefits of whole waterway is badly confined, the waterway reconstruction become urgent.

In this project, the grade IV was adopted for the construction class, the waterway length is 89.4km. Totally 20 docks (500 ton) were built, of which 4 docks including 1 bulk cargo terminal, 1 general cargo terminal, 1 comprehensive dock and 1 for hazardous chemical substance was built during phase –I, 9 bulk cargo terminals and 7 docks for hazardous chemical substance were built during Phase-II. The yearly handling capacity is 4 million tons of bulk cargo and 80,000 containers (300TEU).
