The construction of Yongshun-Jishou expressway is the need to further promote the western development strategy and promote the exchanges between Hunan and Hubei provinces. The proposed project connects Enshi-Laifeng expressway planned by Hubei Province in the north and Jishou-Chadong expressway in the south. The completion of the project will greatly promote the personnel exchanges, economic cooperation and regional economic development between Hunan and Hubei, which is of great significance.

The construction of Yongshun-Jishou expressway is the need to accelerate the development of ethnic areas and promote ethnic unity. It is the need to drive the development of tourism resources along the line and build the golden tourism belt in western Hunan. It is the need to improve the regional expressway network and meet the development of traffic demand. Yongshun-Jishou expressway is built according to the standard of four-lane expressway, with design speed of 80km/h and subgrade width of 24.50m. The total length of the main line is 27.957km, and the proportion of bridges and tunnels is 58.514%.

The geological conditions of the project are complex and the terrain is steep. The whole line involves many deep excavation sections and sections with poor geology.
